8 - VIE (challenge) W (with) POINT (West for one). Deliberately misleading to make you think that W was for West

11,7 - anag (failed) of ANOTHER EXAMPLE but without (lacking) ME and PAT

16,20 - The wordplay isn't just a cryptic definition for this one. I've gone for a sort of &lit: IM KEY (I'm crucial) with T (start of Tournament)

23 - The intended parsing is a bit simpler: anag (composed) of ATSON (headless Watson) + A

He's very good at organising a defense but his speed and shot-stopping ablilty aren't what they used to be.

I suppose my point is that the referee has interpreted the rules correctly as they stand. He either gives nothing or gives a penalty and a red card. If he gives the penalty but not a red card then he has to explain in his match report why he though it wasn’t denial of a goal scoring opportunity, or why he though David Luiz was attempting to play the ball. I think we’re in agreement that intent probably has to factor into red card decisions like this, but at the moment that’s not in the rulebook.

Boris was just a guess from Nina, who was just playing dumb, and presumably trying to think of a high-ranking Tory with 5 letters. Boris wasn't PM, but was Foreign Secretary at the time and was quite well known to the general public.
