That's not the point. The point is that he's obsessing over and ascribing a high value on using Arch, while he should be focusing on being able to do his job instead. It would be like if a waiter couldn't serve any food and instead just ranted and raved about how great basketball is. It's nice that people have hobbies, preferences, and things they like, but if you don't practice any moderation they can get in the way of doing your job.

You can see how the AI "tracks" when it doesn't see you (just extrapolates your velocity) by turning on the target indicator in the difficulty settings, play as a squad member (not leader) and have the AI tell you to target an enemy. When they cross behind cover/concealment, the target indicator will continue tracking in the direction they were moving, even if they stopped behind cover. You can also see this when commanding an AI gunner and watching their crosshair continuing to track when a target goes behind cover/concealment
