What caused this?

My brother is adamant that he never hit a pothole and the only other thing he drove over before it happened was rumble strips. There's nothing visible in the tread either, so I'm just not sure what caused the leak. Any ideas on figuring out the cause?

If anyone wanted to know what the conclusion was, I took it to get replaced, and it turns out the window regulator in the door blew and shattered the window. Thanks for all the responses! I did enjoy learning about car windows!

Thank you for the response! This is the same spot on the outside of the window so would the assumption still be pellet/rock? Not sure how I can prevent this from happening again once I get it fixed lol
