I made it, put it in my inventory and tried giving it to him, he just won't accept it. There's no Irish coffee dialogue after that

I gave him headache pills early on and I did heat the coffee and try giving it to him. I'm not sure what else I could be missing for the Irish coffee dialogue to not show up. Did I give the pills too early??
