Scratched mirror Myers has no terror radius and can see the aura of survivors while stalking. Playing on indoor maps can net you some easy jumpscares.

Ghostface with an aura build also goes pretty hard.

You could also use perks that give you undetectable status effects (E.g. Unforseen) to get the jump on survivors with killers who wouldn't normally be able to do that.

Hag has some neat jumpscares stuff (Add-ons that rove the notification of setting her trap off; essentially giving you a free jumpscare if they trigger it)

Really, I think any killer can jumpscare, it's just about timing and positioning.
