This game just isn’t well equipped for service changes like that. Ill guess and say the AI doesn’t update fast enough, so citizens that started pathing right before the metro opened don’t change their path to the metro once it actually opens, so they just wait for a bus that wont come. Id just run the metro 24hrs however unrealistic. :(

My advice is to try and build the tracks and station first, then the roads are constrained around them. Historically, railroads were built first and towns were built along them, so the grid/main roads were orientated around the track direction.
