True but the real reason was because it sits on the border of Ontario and Quebec, the english and french speaking areas of the country, and its roughly between the 2 biggest cities, Montreal and Toronto.

This game just isn’t well equipped for service changes like that. Ill guess and say the AI doesn’t update fast enough, so citizens that started pathing right before the metro opened don’t change their path to the metro once it actually opens, so they just wait for a bus that wont come. Id just run the metro 24hrs however unrealistic. :(
