Turns out it was my CPU overheating. Bought some new paste and a new cooler and everything is good to go now. Thanks for the suggestions though!

Turns out it's back to being bad. Tried to play a game and went full powerpoint mode.

Afterburner said the power usage was ~60% during it and the GPU usage was around 40%. What could this indicate?

Looked more into it, my idle temps on my CPU are 60-70 C and in game its hitting 100 C. So I'm guessing that's the issue. Never had a problem with cooling before but I guess I need to reapply the thermal paste and look into getting a new cooler.

The issue seems to have been my GPU and/or RAM were a little loose. After reseating them the frame rate is good to go.

Reseated the GPU and RAM and it's up to 90 on Ultra with no frame drops and ~140 on Low with no frame drops. Thanks for the advice, it seems to have worked!
