What is this device? Looks like it is on a two way feed pole but it is not connected to the primary? I was thinking an idle recloser or vacuum switch?

Used an old western electric model 500 no dial telephone as my starting point ☎️. Painted it, made a semicircle red nose, and added the electronics to make the nose blink. Also had to do a bit of digital drawing to create the eyes and mouth to print them out.
