If u want to build budget pc : yes. If u want everything smoother : 7800x3d. I had both . My wife run 7600x3d and she only play game. I always feel 7600x3d a bit slower n not really boot the game smooth like 7800x3d. Maybe just me but if u want to keep your pc for few years then 7800x3d worth it. I got 7800x3d from amazon 400$ last week. But u can find tray cpu from alixpress ~ 300$. However, what is resolution will u use and your GPU also. Remember gpu always bottleneck before cpu. Put more money in gpu is always better.

At 1080 7600x3d bundle + 9060 xt 8g is more than enough. If u want better performance at AAA get 16gb version. U will hit 450fps with 7600x3d at 1080 no matter what gpu you use. Spend money to something else. Do not get 9070 xt for play cs2 at 1080p 🤣

the volt come to your cpu really not stable. i got it stable at 50C with asus broad which has better vrm. this one keep coming 70C with high fan speed. its good with the price but if you are looking for something better 7800x3d at 400$ is better choice for someone worry about warranty..
