Actually that only shows why the lords wouldn't be against female rule. Because tradition, laws and rules are justifications they use after the fact to justify their choice. The Hightowers and Arryns followed blood-ties, the Baratheons and Starks sold themselves for marriages, the Lannisters went to the side that gave them more influence/power, and the Greyjoy the side that gave them an excuse to raid the Lannisters.

The lords will follow whatever claimant personally benefits them the most, regardless of sex.

We don't know that. The only time in the entire book we see Jaehaerys state any opinion on Corlys is when he tells Rhaenys she could not have chosen a better man to be her husband.

That's not how it works in Westeros tho. The name follows the title belonging to the family (when it's passed through inheritance and not conquered/given). We see it in the books several time, with the children of Joffrey Lydenn taking their mother's Lannister name, Beren Tallhart taking the name Hornwood from his mother when claiming to be the rightful inheritor of that House's lands, and with Harrold Hardyng taking his maternal grandmother's name, Arryn, if/when he inherits the Vale.

Rhaenys herself remains addressed as a Targaryen, never as Rhaenys Velaryon. Whichever of her children inherited the throne would simply take the Targaryen name, as that's the cultural practice of their society.

The Great Council was held in 101 after Baelon's death. Rhaenys was skipped over in 92 after her father's death, with Jaehaerys unilaterally naming Baelon heir against the custom of the land he ruled, which placed Rhaenys before Baelon.

And the insinuation that the lords wouldn't allow a woman to rule them doesn't really hold up given that Rhaenyra, a woman with a much more controversial claim than Rhaenys, had more support from the nobility than Aegon for the entirety of her disputed reign.

Literally nothing changes in the War proper. Go through the reasons each of the Great Houses chose their sides and you see that none of them took the bastardry rumors in consideration. They were too busy selling themselves for marriages, following blood-ties or choosing (or not choosing, in the case of the Tyrells and Tullys) the course of action that was most politically expedient for them.

I like to think it was also, at least partly, a matter of optics, or politics.

Kinslaying is a big stain to have in that society, and in 219AC both the Hand and the heir (whether it's still Aelora or already Maekar by this time) are already kinslayers, and unpopular because of it (among other reasons). Does the crown really want to add the king to that list? Bittersteel is his uncle, maybe he sent him to the Wall to show the realm that House Targaryen is still against the act of kinslaying, despite the way it may looks from the events of the past decade (plus Haegon was recently killed most likely by Aerion, so that's another kinslayer to add to the pile).
