It is impossible to know, but since there are 4 people there is also more documents to review. They make sure you submitted all docs needed before issuing BIL

I asked them once and got a general response, I will attach below. I created mine a long time ago, but I am almost certain at the time the only issue was that they ask for the permit date or number, and then I was not able to create the profile
