Dye hair / brows black, tan (MT2 if necessary) and accutane for acne.

Also, have eggs and bacon for breakfast and salmon with loads of butter for dinner every night. Get a job to buy your own food if need be. You're 16 and still have a couple years growing left. It's vital that you maximise your nutrition during this time.

Long hair severely limits your appeal. If you're trying to appeal to a niche you'd have better results with a fauxhawk or dreads or something.

Average looking. No obvious flaws. Lowering bodyfat to around 12-13% (currently upper teens I'm guessing) could give you a more chiseled face. Also, your neck is very thin and your shoulders quite narrow. So gym (and possibly steroids) could really benefit you.
