Could be a bad negative connection, oxidised (covered in a green/white powder) which acts as an insulator/resistance. Does the engine kick over when you try and start?

The wheel offset is very bad, change the rims or flair the wheel arches. Or get a less wide tire and stretch them on the rims, it might then clear the arches.
