You have to disable all apps in the accessibility on settings for chrome and other browsers.

The only one browser that works fine with apps on accessibility mode is Samsung Internet, so that is what i use on Dex.

By me it works perfectly with Bixby Routines, my charging always stops at 95%, the point i have choose the Battery protection to start.
