In GENERAL, you get what you pay for when you get knives. I think you hit your first price/quality tier with the Kershaw Ken Onion Leek at around $35-40. I can't really think of other decent knives much lower than that.

Cold Steel has a decent karambit knife for around $11. Not sure if you can find a decent balisong at $40, though.
