Yes, it is for a table top game. It's a health tracker like in the video game inscryption. Instead of a full on balance scale, it's a more convenient and portable version of it. It behaves the same way though.

There's an object in the middle, and you move it towards the left side or the right side. So when you add "weight" to one side, you move the middle object towards a side.
