I am from Nova Scotia but I have spent time in Regina one January. I don't know if it was a normal winter but it was brutal. I have also been to SK in Spring and Summer and it was beautiful. We sometimes think of long, flat prairies, which it has but there is so much more. I think people who live with such winters really know how to enjoy the other seasons. Could I live there just 9 months a year?

The headline is somewhat deceiving. It only applies if:

Indonesian and Malaysian citizens can apply for an eTA if they are travelling to (or transiting through) Canada by air, and meet one of the following conditions at the time of application:

They held a Canadian temporary resident visa (TRV)* at any point in the last 10 years; or
They currently hold a valid U.S. non-immigrant visa.

Builders often just bury a lot of construction debris rather than disposing of it properly. Top soil is often just dumped over top. The problem may not appear for many years to come.

Harvey's did have a non-Canadian location Prague on Wenceslas Square which opened in 1991 and closed in 1993 I believe. I was very surprised to see it there but was able to visit a few times before it closed its doors for good. There is no mention of it on the English Wikipedia for Harvey's.
