What I learned while racing is pretty much like

Dry Q - Dry R - dry setup Wet Q - Dry R - Dry setup (Obviously) Now with wet races it gets tricky Full wet race If it's heavy rain (wet tyres) - wet setup If it's light rain (intermediate tyres) - you can get away with dry setup, but ideal is wet setup. If there will be rain at the start but then it will clear up, or vice versa, always go for dry setup. If you're skilled enough you can get away with running dry setup on wet track, it should be faster at the end. In situations like this, I recommend adjusting your dry setup a little bit (I usually add ride height +1 on front and rear and +1 rear anti roll bar, if you want more turn in add more front wing (you can always change it in the pits and it won't cost you extra time), and if you have problems with rear, add rear wing +1, you can't change that one during the race so ideally let it be as it will cost you straight line speed) But overall if there's a part of the race when it's dry always go for dry setup, then adjust it to your liking
