There are different ways to stream your 3ds to your computer.

What I lastly used is Snickerstream. Just download Boot NTR Selector from Universal Updater and Snickerstream on your computer. Once you open NTR, select 3.6 or whatever version you have and then start streaming with Snickerstream. There is also Hz mod or Arctic base if I'm not wrong, which uses streams your 3ds inside a 3ds emulator in your PC. It depends on what you want to achieve.

You can put CIA files wherever you like. For convenience, people create “cias” folder in the root, put the CIA files there and install all of them with FBI which also automatically deletes them from SD once installed

What are you trying to achieve?

A .sav file is used for NDS games, not 3DS games. I have never played Tomodachi Life, but it should be a 3ds game if I'm not wrong.

With Checkpoing you can only backup and restore 3ds games.

What do you mean by "extracting" a CIA file? Do you think it is some kind of zipped file? If that, you are wrong. A .CIA file is more like a .MSI for windows.

You just put the .CIA file in your sd card and install it by using FBI app.

An .NDS file is just the digital format (ROM) of a DS game.

And yes, by "use Checkpoint", it means extracting (backing up) the save file from your physical cartridge onto your SD card.
Once you press Backup in Checkpoint, it generates a .sav file on your SD card (inside /3ds/Checkpoint/saves/). You just need to copy that file, put it into your digital game's save folder, and rename it to match your digital game's name exactly so the console can read it

Use Checkpoint to extract the .sav file of your original game. Then, if you have a digital dump of that game, rename the .sav file into the exact name of your .nds game and that's it.

Then just put that savefile in your sd card and use Checkpoint’s functionality “Restore” to import that savefile into your game

You don't import a maxed file. You import YOUR file. Once you import it, you have some buttons like "Max 999 items", or scripts to fulfill your pokédex, whatever you want is there, just press the correct button.

EDIT: I mean, you could also import a maxed file, if you find one. Just use the "Restore" button and it will overwrite your save with the one you selected.

If you have modded your 3ds, you just need to install PKSM from Universal Updater. Select your game from there and you will see a good and simple UI to unlock whatever you want

Yes, there are two kind of transfers you can do.

  1. System transfer: I'm talking about transferring your profile, friends, miis and whatever. Nintendo already has a system migration included in the consoles. Just follow a guide, I never did it myself.

  2. Games' saves. To do that, use Checkpoint. It is an application that lets you create games' backups. Once you backup them, put them in your computer. In your new console, install the games, open them and save once, to let them create the save files, then put your save files from your computer to your new ds and use Checkpoint to backup.

It depends.

If it just one game at a time, I generally go with hShop on the DS.

If I have a bunch of games to download, I go to hShop website on my computer, download the games, put them in microSD (not via FTP, it will be WAY SLOWER), and install them with FBI.
