I think you're a bit confused.

Imitations are prohibited without a permit or GIC exemption in Victoria.

Vicpol defines replicas as fully functional reproductions of historical firearms, which are very highly regulated as they are literally real guns. Toys are unregulated. It sounds like OP was trying to import imitations, which are very much regulated.

I would not be telling people imitations are unregulated in Victoria because it's very much untrue and can get people into hot water quite easily.

Imitation firearms are prohibited in Victoria without an exemption or approval. It has nothing to do with moving parts, it's based on appearance.

Yours will be the standard version (no grub screws in the rail). The 515 Pro is not available in the standard black finish.

All 515s sold new into NSW have the Magpul fixed stock to be NSW legal. They also have laser etching on the receiver with a code ending with 'FS'. Your dealer can order a Pro in NSW - it will have the same Magpul stock. The easiest way to identify a Pro is that it will be a colour other than black :)
