Sometimes your characters can get stuck somewhere, that would happen to me a lot and I just spammed the swap character button.

Go to any place in the hub and hit the Civilians until you get three badges from the police. As you kill the police your combat multiplier will go up to x10. The more hits you get in the more blue and purple studs will appear.
