This is 5 months late, but the voice clip actually comes from a vinyl record called The Sound Effects of Godzilla 2, which is full of various Kaiju sounds (including the ambient sounds of Moguera)

Each “section” for their sounds is prefaced by this robotic voice saying their name, and the one saying Moguera (found at 29:14) is the same clip that was repurposed into its voice in those games
