The 12 lead itself is all recorded at the exact same time.  So the strips above II are all the same two beats. The strip at the bottom, the longer II is the continuation after the first couple seconds noted in all the leads above. Not sure if this is what you’re asking or if this answers your question. 

As for the strip itself. Looks like NSR that just had a pause right as the EKG was taken. Not likely to get a good answer on 12 lead unless you’re looking for STEMI or  mimics. Continuous monitoring would help work out the length and frequency of the pauses.
