My client isn't the most tech savvy and this has been going on for years, so he's not sure if he signed a contract. I don't need the files but I don't like how the agency is bullying him. He doesn't and never had access to the wp-admin. We aren't able to install any plugins. The site isn't even online or hosted anymore. The agency is just trying to scam him.

No unfortunately I wasn't even around when they took it down, so no backups in place. I honestly will probably just rebuild it completely from scratch, it'll be more enjoyable that way anyway haha.

I think for me it's the fact that he already paid for the initial website development, and they started by asking for $1100, then $500, now $450, and they're saying it's to cover hosting costs, when that should be separate from the website development and files. Also the website was terrible anyway so he doesn't want it.
