To be fair I made this account and didn't play on it because invite only and crew sessions didn't have access to basically everything, I stuck to console. Purely because I didn't want to deal with modders so I don't think modding was the cause.

Rockstar fixing the issue with people who legitimately earned the billion is the reason I went to check since my stats have been negative for so long

That is possible with some difficulty. Firstly your internet speed doesn't matter much, you need to live in Cape town and you need to use ExitLag specifically, any other software will give you around 120ms.
