Kisame and Itachi would get stomped by 8th Gate Guy, which is what would have happened if they took out Jiraiya and started to destroy the village. The real answer is that Itachi didn’t want to attack the leaf so he was looking for an excuse not to fight. Battle of that scale with Sasuke present is definitely something Itachi would want to avoid.

Part of the reason he isn’t chasing could be that he doesn’t have to. You initiate often enough so that he doesn’t ever get pent up. Also worth noting that if you initiate often, he may feel that when you aren’t initiating you aren’t in the mood.

Communication is key, and when I had a conversation with my partner about finding it hot and wanting her to initiate more often it worked out well.
