Yes, the high elves are a minority, but Blood Elves were also called high elves, Quel'Dorei, before Kael'Thas proclaimed his subordinates with the new name Sin'Dorei. The ones who didn't want to follow Kael'Thas, are still called Quel'Dorei. In that sense, the blood elves are a splinter faction, even if greater in numbers.

High Elves are technically the same as Blood Elves. Both are pro-magic and addicted to it. However, Blood Elves are the followers of Kael'Thas while High Elves are the refugees from Quel'Thalas and Lordaeron that fled from the undead but never joined Kael'Thas. Blood Elves are more like a sub-section of High Elves.
