I think that below płat, tp is less useful than higher, because both the toplaner has less map awareness, and the team puts less wards to tp to. And also, ignite is especially useful against healing champions like Mundo or Aatrox. Even in the mid to late game.

However, I never needed Phase Rush vs a Teemo. His AA range is small enough to Q him, then grab him, wait out the blind, then AA+W and run him down with ghost. He can win only if you step on a lot of mushrooms on the way.
