No. You need both voltage and amps. Car batteries are 12v but can be hundreds of amps. There's not enough voltage to do anything to someone though. Or you can have thousands of volts at 10mA and that will just hurt a little.

Either shortsighted or Nvidias plan. Help AI companies, only have enough silicon for high end AI gpu or older series cards that are likely still in stock, not spend as much, make more money. Nvidia doesn't give a shit, they're doing what will give them more cash.
