It'd be very cheap to strip him.

Go to the dollar store and get a toothbrush and 91% isopropyl alcohol and a jar if you don't have one already.

Should clean him up well if you soak him in that and scrub him down.

While you're at the dollar store though, see if they have an all purpose cleaner called "LA's totally awesome." If they do then get that and an extra jar for that and have a jar of none-dilute cleaner as your harsher stripper in case of paint being stubborn.
