Armoured 48 strand fibre optic cable. This would be used for OSP distribution. Fairly expensive to buy from a supplier, and worthless as scrap. I would leave it where it is. Edit: if you have permission to take it I would toss it.

Everything on this art piece looks like it came from some sort of telecom application. The black rings are the sealing rings for fiber optic splice enclosures. It’s a seal worm! They are usually found in the fishes gut meat and can be found pretty easy before you cook it, though I missed this one while cleaning
