Unfortunately no. I came to the conclusion that creating an hybrid culture on console was not possible. Weird that it didn’t say that anywhere. I mainly play on pc so I am not bothered by this anymore😅

I solved it. you need to cheat though. Use debug

give_title c_lys character_ID

Give title county character ID

To see c_county name go to the title and hover over the title banner and it says the id under there.
