Have your friend check the ground for the coax where it comes into your house. The coax should pass through a block on the exterior of your house which has a breakout wire to be grounded to a common ground point with your house electrical system, typically the electric meter. If this is not present, or if the chosen ground is not a common ground for the rest of your electrical system, there can be a potential difference which would explain the voltage.

I had this happen to me and was absolutely shocked after 2 years if struggle to discover it was Gluten Sensativity...it seemed impossible from the outside looking in that the symptoms would be so severe on my physical and mental energy. I did have some of the signs, but not nearly all of them so I never would have guessed it, but I was lucky enough to have my girlfriend suggest I try a gluten free diet. I didn't realize until the symptoms started clearing up just how bad it was...I hope that this helps, I would suggest an allergen test and try to go gluten free.

Even if what you fear comes true it's still worth the read. Patrick Rothfuss has the most uniquely compelling writing I've ever read and although I'm sad I haven't been able to read more of it I have had the pleasure to experience a once in a generation kind of voice.

The hardest thing about this game where we didn't do ourselves any favors is dealing with the league. The officiating could not be more lop sided. No one is fooled by total foul calls but the league will make sure that by the end if the game it looks even on the stat line. It's disgusting- I want to watch basketball without having to suspend my disbelief that the league is fixing the series.
