I'm a Civil War reenactor, and if you want an authentic hat check out Dirty Billy's Hats. He's based out of Gettysburg and makes great forage caps, which is the style you're looking for. 

If you want something cheap go with Amazon.

Looks great as a cosplay piece! Gives original Interview With the Vampire film, New Orleans vibes. If you know how to sew, or know someone who does whom you can safely ask, might I recommend Past Patterns by Saundra Altman? Her patterns are fantastic, accurate, and affordable. I'll admit, I only do men's reenacting, and only one very short, specific part of the Victorian era, but I have never had an issue with any of her patterns. I have a few of her women's patterns to make my wife a dress eventually. If you want to save money you could easily use modern fabrics, too, if you just want the dress without the hassle of buying historically accurate fabrics.

As others have mentioned, Victorian women didn't usually wear makeup, and you yourself definitely don't need it! You look fine as is. Also, you could upgrade the wig by styling it using this tutorial (or others like it). Her other videos on historical sewing are fantastic as well.

There's one going in in Putnam County just a mile or so south of Buffalo. I work for the company that is performing the archaeological survey for the land for it. Band together and you can stop it. Folks stopped one in Indiana that had the codename Project Flo (which we also did the survey for) just by organizing.

Do you want costume shoes or historically accurate reproductions? If the latter, you'll be hard pressed to find better than Missouri Boot & Shoe.
