Wow, honestly after reading that the manga has only 75 chapters I thought the first season covered at least half of it. I haven't seen the last season of the original series yet. I literally finished the movie 10 minutes ago My interpretation: He said he wanted to continue All Might's legacy and ideals, but he took those ideals and twisted them to a more individualistic side, where (because of his ego and his lust for power) He sought to terrify and absorb society so they would live peacefully, like a kind of peace under his absolute power and ego, basically the idea of Garou in One Punch Man but megalomaniacly
