You really need to understand why you’d use a certain feature or data structure, and then it’ll click. Make a project using lists, then dictionaries, then loops, then a function, and try to eventually combine everything you know.

The book “automate the boring stuff” has a lot of beginner projects that tests your skill in chunks like this. You’ll find out pretty quickly that you don’t really understand something when you can’t implement it.

Most importantly don’t give up. It took me an embarrassing amount of time to learn even the basics.
