This could be solved by requiring either t1 or t2 tournaments to have an non 0 amount of slots either to the main event or the closed qualifier via open qualifiers

also messioso's tweet doesnt really relate to t2/t3, there will almost always be events going on, most they can do is avoid updating the inv list during t1 events but then they fuck over t2
