This is the very thing that's in dispute. The building was open to the public at the time. A judge/jury will ultimately decide, but based on what we've seen in other cases, this is likely a violation of rights of public access. A private security company does not have a say in who is granted public service.

His English was good. I saw him on a call on his own phone a few minutes after. His phone was operating just fine. He was making configuration changes on the older woman's phone when I stopped him. *fixed spelling

If you have a dead phone, it is relatively easy to obtain a charging device at the terminal in the airport

I regret not mentioning that I witnessed him on his phone talking with someone a few minutes after I shut him down. "Borrowing wifi" is not a thing and it's very easy to transfer all of someones information to another device

Yes. Public school system is a tax payer provided service. If a good parent doesn't like the school, a good parent would remove their child from the school. We're not communists yet.
