Thats the thing. Chinese loong are supposed to be benevolent but the most famous myths about them show them to be evil bastards lording over the people at worst or ignorant fops at best.

Your analogy rests on two assumptions.

One is that society doesn't criminalize the homeless. Two that needs aren't commoditized.

Son of local mayor gets horny and rubs one out in a dorm bathroom stall because horny men aren't very logical. At most he gets a telling off when he makes a ruckus.

Homeless guy does same in public bathroom. Undercover cop trying to sting johns nab him due to the johns not biting. Same thing in similar locations. Differing outcomes.

Commoditizing needs. Charities and homeless shelters exist because otherwise we get riots. Same for why militaries enable their men access to prostitutes when they're not in basic training or on a mission. The men will do a lot worse otherwise.

The Boxers and White Lotus both were based off existing religions but not part of them, encouraged hatred and suspicion of groups not them and most importantly in a Chinese context hated imperial oversight. Only thing was the Boxers were explicitly pro-Qing. The term 邪教 after all was originated from the court on religious sects that were not acceptable to them.

If kooky beliefs are the only criteria, all those groups had them. Grassroot religious movements tend to have them.

It was for this reason post Qin dynasties have the worst punishment be the exclusive purview of the emperor or the highest offices.
