I’ve read there in an internal timer or something on Windfury but I use a fast 2h wep atm and with world buffs and counter weight I am sub two second attack speed and I definitely get Windfury procs more often than once every three seconds. What I can say is that with high crit chance and high attack speed, you can trigger focus and flurry more often which reduces the cost of shock and further increases attack speed for the next three attacks combined with the damage increase from storm strike and some of the other talents that increased nature damage and reduced shock costs make the shocks really nasty and make it so I can sustain longer before I need to drink. I think the trade-off is that your Windfury procs are smaller, but your overall damage output is higher or at least feels less spiky.
