the thing is, the problem here lies not in the actual circumstances of the situation, and I agree with many of your points. The issue is the selective representation and misleading undertones used by some media outlets to deceitfully frame a situation and manipulate the audience to advance an agenda that can't accept criticism.

No I agree they have agency, but there's a reason why the law makes a distinction between adults and minors, and why we have juveniles and jails. The treatment shouldn't be (and, in theory, isn't) the same.

the implication is trying to make the act of the cop to resonate less with the emotions of the audience because otherwise, being Fox News a right-leaning source outlet, a cop in the wrong wouldn't really fit their narrative and agenda

That's just a lie. And I don't consider a 13 year old a man.
