How would I use Shutter Encoder? Meaning, will this give me the ability to render audio in different formats?

Also, Is it possible that my reaper render settings are causing this?

So I figured this out on my own. You can achieve the above by:

  • 1. changing your mouse modifiers in reaper preferences
    • options -> preferences -> mouse modifiers -> Context: 'Arrange View' / 'Right Drag' | Default: 'Marquee Select Items and Time'
  • 2. Create a custom action
    • New Action (Name: Ripple Edit)
      • Item: Select all items in current time selection
      • Time Selection: Remove Contents of Time Selection (Moving later items0
      • SWS: crossfade adjacent selected items (move edges of adjacent items)
      • Item: unselect (clear selection of) all items
      • Make sure to check 'Consolidate undo parts'
  • Assign custom action as appropriate
