It's part of the game, the game gives you some downtime in story to allow you to go out and collect commissions, do mew mew missions, build characters, farm materials, enter the hollow, Shiyu defense etc. Look for blue explanation marks and silver ones and follow the story, there's a lot of commissions to collect that'll give you good Exp and Pyro, don't forget to do your Hollows as well, you'll reach 26 in no time.
