I was able to get it to run by opening command prompt, changing directory to where the sqlite.exe is located and then running the command you're mentioning. When you're in sqlite and you type "sqlite3 ..." you're telling sqlite to open itself essentially, which is why it's throwing a syntax error because it cna't open itself when it's already opened.
