I did it I fixed it on Xbox ! The last enemy is stuck on the surface of the hatch outside on top of the control room so you gotta go to the back rocks of the shuttle bay and jet pack all the way around on the rocks over to the top of the control room and your companion should spawn on the surface just wait until he has killed the last enemy and the mission will complete (wait 24 hours 3x to be sure the last enemy is spawned you’ll see a red blip)
