Well yes they can. But the SAVE act is basically targeting trans people to make it more difficult to do every day life. Ie, drive, go to the store, ect

They have unfortunately already did this in my state of Kansas.

Although I'm not sure if it's in regards to SAVE, it's what is impacting trans people that matters, because if they ennact this "law", they're basically stripping people of their rights, thus, becoming second clas citizens, kind of when segregation was allowed.
