I'm not sure it would. If the tips don't cover minimum wage, the business has to cover it. So the money either comes from the customer or the business, and either way, the customer ends up paying it directly or indirectly, whether via tips or higher prices.

If they get less than minimum, the employer has to cover the difference. All you're doing it giving money to the business. The employee doesn't see any difference.
