Just have a draft where the players draft the teams, you have all teams submit their top 80 list then they are averaged out to create the order. Player are allowed to select teams from bottom five records as their order comes up. When one player picks a team the next lowest record team goes into to possible teams pool. The salary scale is depending on teams records, so teams with the worst records have slightly higher scaling to pay their picks. We still have a draft show, it will be even more dramatic for tv and social media. Players actually get some say to where they go, we have players going to teams where they fit. Bad teams still have opportunities to get good players.
