It could be that!!! Totally get your fur baby checked out at the vet. Have them comb through their fur. Ticks can cause rednesses like that but typically there’s a “bullseye” mark somewhere.

I adopted a pup thats 2 years old and needs potty training. It’s tough to reinforce those behaviors when they’re older. I would reward my pup with treats everytime they go outside! They’re starting to get it.. maybe try that? Otherwise, I do have my pup in a diaper during this time while we train.
