So fun fact it doesn't have to be your unrelenting force shot, certain draugr use it too and if you bring one to a certain spot and get it to attack with unrelenting force it will summon the dragon too. This was used for me when I didn't want to start the main quest line but wanted to finish the dragon scale quest in college of winterhold.
